NCEL, JTA at odds over appointment of principals

There is a deepening row between the National College of Educational Leadership (NCEL) and the Jamaica Teachers' Association (JTA) regarding the appointment of teachers as principals. 
 
JTA President Owen Speid says the Ministry of Education has been bypassing teachers who do not have a certificate from NCEL in appointing principals.
 
However, NCEL Principal Director Dr. Taneisha Ingleton has described the assertion as erroneous. 
 
"The Ministry of Education does not prevent...any principal who has been in the position as provisional for more than two years from being appointed," she insisted. 
 
She said the NCEL offers two programmes, one of which is the Effective Principal's Training Programme, designed for principals who are already in post. These persons are identified and drafted for training by their regional director, board chairman or via an examination of their report from the National Education Inspectorate, she explained. 
 
Dr. Ingleton criticised the JTA president's approach to the issue, describing it as backward, adversarial and unnecessary. 
 
"When we take a platform, we are teaching leadership. We are not getting that from Mr. Speid. What are we saying? When we have an issue, we go to media, we create problems and we make statements that are erroneous," she lamented. 
 
She was speaking Friday on the Morning Agenda on Power 106.
 
But JTA President Owen Speid, who was also a guest on the Morning Agenda, said he has evidence the Education Ministry is bypassing teachers who do not have a certificate from the NCEL.
 
Mr. Speid said he has received a letter from an acting principal, who had been in the post for six years. He said when the school board made the recommendation for the principal to be appointed, "the board was written back to to say the teacher must have NCEL certification." 
 
He argued that the situation is a chain reaction which also affects the vice principal and senior teachers who are to be appointed.
